Submission-Effectiveness of Dept of Health & Aged Care’s performance management of Primary Health Network program audit

The RACGP has provided a submission to the Australian National Audit Office’s Effectiveness of the Department of Health and Aged Care’s performance management of the Primary Health Network (PHN) program audit.

The RACGP calls for a shift in the indicators by which PHNs are performance-managed towards a focus on outcomes rather than the output of services. PHNs need to be held accountable through more consistent governance frameworks and external auditing rather than self-reporting.  Performance management to date has been insufficient and must be made stronger and more transparent to provide assurance that funding allocated for primary care is being spent appropriately.
