RACGP response – HTA Policy and Methods review – Consultation 2

The RACGP has provided feedback on the Health Technology Assessment (HTA) Policy and Methods Review – Consultation 2. This second public consultation is regarding the Options Paper developed through the HTA Policy and Methods Review. This paper presents options for reform being considered by the Reference Committee to improve Australia’s HTA policies and methods and the funding and approval pathways.

Key RACGP recommendations:  
  • fundamental questions include equity of access and environmental consequences before deciding if a health technology is funded or subsidised
  • funding should be approved on a case-by-case basis 
  • using Grading of Recommendations, Assessment, Development, and Evaluations (GRADE) tables for presentation of evidence of effectiveness
  • health providers are consulted and their experience in delivering healthcare should be considered as part of the decision-making process. 
  • The Therapeutic Goods Administration (TGA) and Pharmaceutical Benefits Advisory Committee (PBAC) implement parallel processes when considering applications
