Message from the Chair - Dr Rebekah Hoffman


Winter is certainly here, and July has brought with it some significantly wet and chilly weather. Respiratory illnesses are rampant in our state and territory this time of year, so please encourage your patients to get their covid-19 boosters, flu vaccinations, and pneumovax where clinically appropriate.  

Whooping cough cases are on the rise in NSW, with young people particularly at risk. Recently I discussed staying safe with ABC TV and radio.  Please continue to wear masks, wash hands regularly, and practice social distancing where possible to protect yourself, your family, and your patients. 

I would like to say thank you to all our members who have shared their feedback on the payroll tax outcome shared in the NSW budget announcement on 18 June 2024. I have commenced discussions with Revenue NSW to plan answers to the many questions that have been posed. I look forward to sharing more details soon on how this information will be circulated to our members. For practices that will be increasing their fees in line with the new legislation, RACGP has developed patient facing material that informs patients of these changes and assists practices in explaining the reasons behind the fee increase. These resources are in support of RACGP’s petition to stop the patient tax grab. 
 
Last week, I enjoyed meeting some of you in Lismore at our RACGP Rural member meet-up. It was wonderful to connect with my colleagues outside of the city and to hear more about how we can support GPs working rurally. I hear your concerns about workforce and, alongside the NSW&ACT Faculty Council, we will continue to pursue efforts to improve the GP workforce pipeline. We will be advocating hard for our NSW and ACT governments to match VIC and QLD incentive payments for trainee GPs so that we can encourage the next generation of trainee doctors into our wonderful profession.

You can also recognise a New Fellow in their first 5 years of Fellowship by nominating them for the NSW&ACT Eric Fisher Award. These awards celebrate the incredible work of our members and serve as a reminder to the wider community of what it means to be a GP. I’m incredibly excited to read your nominations. 
 
I’m also very much looking forward to honouring the hard work and achievement of our newest Fellows next month at our NSW Fellowship Ceremony on 17 August in Sydney. The Fellowship Ceremonies are amongst my favorite events on the annual calendar. This year, the oration will be delivered by our 2023 GP of the Year, Dr Richard Draper, whose work and words will inspire not only our New Fellows but everyone attending on the day. 
 
Registrations for GP 24 are now open and I’m really looking forward to heading to Perth from the 21st-23rd November 2024. GP24 is a fantastic opportunity to connect with your community of GPs and medical professionals from across the country, and fosters the exchange of knowledge, medical advancements, and key insights.

New Fellows Award: Nominations for the Eric Fisher Award


The Eric Fisher Award is awarded to a New Fellow who has a strong focus on the emotional wellbeing of their patients as well their colleagues in the medical profession. The award is judged on the following criteria: 

  • demonstrated commitment to self-care and wellbeing 

  • demonstrated involvement with improving the wellbeing and self-care of other doctors 

  • use of this knowledge to facilitate good care of patients by addressing the biopsychosocial factors that contribute to wellbeing.

Mr Fluffy and Loose Fill Asbestos Insulation Impact


'Mr Fluffy' sounds innocuous, but in Canberra, it can evoke memories of fear, loss and regret. This was the name for the business that installed loose fill asbestos insulation between 1968 and 1980 in Canberra and surrounding areas.  

More than 1000 homes in Canberra have been identified as containing ‘Mr Fluffy’. The latent nature of asbestos-related diseases means the impact can continue for years. Knowing this history can help patients who raise concerns about loose fill asbestos insulation.

Important change to CPD grace period


The RACGP is your CPD Home. We’re here to support you to complete your 2024 CPD during the 2024 calendar year.   

The Medical Board of Australia has notified CPD homes that all doctors must complete 2024 CPD requirements in the 2024 calendar year. There will be no grace period at the end of 2024. You will be able to finalise recording CPD completed in 2024, up until 28 February 2025.  
 
The RACGP recognises that this change may be significant for some members who’ve used a grace period at the end of each CPD reporting cycle, and we’re here to help. 
  
It’s important that you login to myCPD now, to start your Professional Development Plan, find activities in our CPD home that interest you, and log the CPD you do in your everyday work.

NAIDOC week


This month we celebrated NAIDOC week from July 7–14, with the theme "Keep the Fire Burning! Blak, Loud and Proud," honouring the resilient spirit of Aboriginal and Torres Strait Islander communities. RACGP marked the occasion with events and a webinar highlighting the crucial role of Elders in community health and wellbeing.    

This year, we launched initiatives aimed at closing the gap, including:  

National advocacy updates


Assignment of benefit legislation passed 

We welcomed the assignment of benefit legislation passing the Senate after strong advocacy by the RACGP. This will streamline and digitise the process, allowing for pre- or post-assignment of benefit, enduring consent, and removing the need for a signed copy. 
 

Vaping reforms 

We welcomed national vaping reforms. The ban on retail sales will protect children, and pharmacists need to have a conversation with customers about smoking cessation – they aren’t the new corner store.  

  

Telehealth changes  

COVID telehealth item numbers expired on 1 July, and we wrote to Health Minister Mark Butler urging him to intervene.  These items are still needed by GPs caring for patients with COVID. 

  

Child mental health checks 

We called for mental health to be included in children’s health checks in feedback to the National Mental Health Commission and pushed for funding for health checks in the first 2000 days.   

  

Better funding for chronic disease care 

In response to the refresh of the National Strategic Framework for Chronic Conditions, we called for higher Medicare rebates for longer consultations for complex care.

Go4Fun puts health advice into action


Go4Fun Online is a free program for NSW children (7 to 13) and their families looking to improve their eating habits, fitness and confidence, from the comfort of their own home.  

Run over 10 weeks, the program includes weekly online activity sessions, weekly phone coaching with a health professional, resources and prizes and an online community. 

Families can join Go4Fun Online at any time. 

Other Go4Fun programs include:  

  • Go4Fun – a face- to- face program that runs for 10 weeks over the school term.   

  • Aboriginal Go4Fun – a culturally adapted program for Aboriginal and Torres Strait Islander families.

Voluntary assisted dying in NSW


Voluntary assisted dying became a lawful end of life option for eligible people in NSW on 28 November 2023. 

Only eligible practitioners who have completed an authorisation process, including successful completion of mandatory training, can provide voluntary assisted dying services.  

Practitioners can apply to become an authorised voluntary assisted dying practitioner on the NSW Voluntary Assisted Dying Portal website

All medical practitioners have obligations under the Voluntary Assisted Dying Act 2022. More information on voluntary assisted dying and your obligations are available in a brief training module for all NSW healthcare workers and on the NSW Health website

Medical exemptions from wearing a seatbelt


NSW Government phone and seatbelt detection cameras are now enforcing illegal mobile phone use and seatbelt compliance.  

Drivers or passengers may seek a medical certificate which exempts them from requirements to wear a seatbelt. A medical exemption is only suitable in rare and specific circumstances. 

GPs should consider the Assessing Fitness to Drive guidelines when assessing whether a seatbelt medical exemption is appropriate. Information on requirements of a lawful medical certificate (including a valid expiry date) and the process for drivers and passengers to register a medical exemption certificate with Transport for NSW is available on the Transport website
