Regional Training Organisations (RTOs) may apply for financial assistance and/or advisory/consultative services from the RACGP to support a registrar enrolled in the Australian General Practice Training Program (AGPT) identified as requiring remediation.
Remediation means the process by which a registrar receives additional support requiring suspension of training time in order to address clinical skills deficiencies
Registrar remediation activities means activities including, but not limited to, additional teaching time, which may entail: addressing knowledge deficits, case discussion, direct observation of consultation, and review of video-recorded consultations
AGPT Program means the Australian General Practice Training Program
AGPT registrar means a registrar registered under Section 3GA of the Health Insurance Act 1973 in the Australian General Practice Training Program
Registrar for prospective remediation means a registrar who has been identified by the RTO as being in need of additional training and support and where suspension of training time may be required
Advisory/consultative services means any discussion with the RACGP’s Senior Medical Advisor, Education Progression relating to any concerns that RTOs may have with respect to registrar remediation
3.1 Application process
3.1.1 When a registrar for prospective remediation is identified, as per clause 4.1 of the Registrar Remediation Policy:
184.108.40.206 If the Regional Training Organisation (RTO) wishes to suspend the registrar’s training time prior to the approval of remediation, this must be discussed with the SMAEP prior to suspension.
220.127.116.11 The RTO must submit an application for remediation to the RACGP. This application must include:
- the reasons why remediation support is required.
- evidence supporting the RTO’s belief that a remedial term will enable the registrar for prospective remediation to reach an appropriate standard.
- the proposed remediation plan that addresses the registrar’s clinical skills deficiencies (the remediation plan must also have been agreed to by the registrar).
- a proposed budget, as applicable, that identifies the resources required to support the remediation plan.
- a proposed timeframe for the remediation plan (the remediation period should be no longer than 6 months).
- the expected outcomes of the remediation.
3.2 Receipt of remediation application
3.2.1 The RTO submits a remediation application to the SMAEP, at firstname.lastname@example.org.
3.2.2 The SMAEP confirms receipt of the application by email, outlining the process.
3.3 Assessment of the remediation application
3.3.1 The SMAEP reviews and assesses the remediation application.
3.3.2 Where the SMAEP determines that the remediation application is not appropriate, the SMAEP will notify the RTO by email.
3.3.3 Where the SMAEP requires further information and/or changes to the application, the SMAEP will contact the RTO to discuss further and advise. This may entail resubmission of the application by the RTO.
3.3.3 The SMAEP will make a decision with respect to the application within 30 days of receipt of that application. The RTO will be notified within 5 days of the decision having been made.
3.3.4 Upon notification of an application’s approval, the RTO must suspend the registrar’s training time.
3.4 Transfer of funds
When the application for remediation funding is approved:
3.4.1 The SMAEP notifies the finance department to transfer funds to the RTO.
3.4.2 The finance department notifies the SMAEP that the payment is being processed and funds will be transferred.
3.4.3 The SMAEP notifies the RTO that the funding has been approved and outlines the reporting requirements.
3.4.4 Funds will be transferred to the RTO in four instalments.
- The first instalment will be on approval of the application, and will comprise 40% of the total funding allocation.
- The second instalment, 25% of the total funding allocation, will be upon commencement of the remediation program.
- The third instalment, 25% of the total funding allocation, will be upon receipt of the first progress report and subject to the registrar having made sufficient progress.
- The final instalment, 10% of the total funding allocation, will be subject to receipt of the final report.
3.5 Remediation reports
3.5.1 RTOs will be required to provide a report to the RACGP as regards the registrar’s progress, midway through the remediation term.
3.5.2 At the completion of the remediation, the RTO will provide the RACGP with a report on the outcomes of the remediation and the actions that will be taken based on those outcomes.
3.5.3 If the RTO does not submit a report within 30 days of the end of the remediation period, the RACGP will recommend to the Department of Health that the registrar is removed from training.
3.6 Outcome of remediation
3.6.1 Registrars will be required to have commenced the remediation program within one month of the time that the application for remediation funding is approved by the RACGP.
3.6.2 Registrars approved for funding support under this policy who fail or refuse to complete the agreed plan (as required by their RTO) may be withdrawn from the Program, as outlined in the AGPT Withdrawal Policy (Clause 5.4 Category 4 – Withdrawal based on Compliance with Education and Training Requirements).
18.104.22.168 The decision to withdraw the registrar from the AGPT Program rests with the RTO; however, the RACGP may provide advice in this instance.
3.7 Appealing a remediation outcome
3.7.1 Registrars who are dissatisfied with an RTO's decision following a program of remediation have recourse to appeal.
