2. Policy declaration

The Academic Post is an Australian General Practice Training (AGPT) Program training term in which registrars have the opportunity to learn academic skills identified through individualised learning plans. The Post provides exposure to research and teaching in the academic environment, and supports registrars to incorporate academic work into their everyday practice.

This policy describes the eligibility and completion requirements for registrars wishing to undertake an Academic Post as part of the AGPT Program.

3. Background

3.1 Context

    1. Registrars enrolled on the AGPT Program may apply for an Academic Post as part of registrar training.

    2. The RACGP is able to fund up to 20 registrars to undertake an Academic Post in 2018, including one Specialised Post focusing on medical editing with the Australian Journal of General Practice (AJGP) and a small research project; and a post undertaken with the Australian Indigenous Doctors' Association (AIDA)

3.2 Application and scope

    1. This policy applies to all registrars enrolled on the AGPT Program, provided they meet the eligibility criteria outlined in Clause 5.2.
    2. Academic Posts can either be undertaken as an Extended Skill term, as extended training time, or as Advanced Rural Skills Training (ARST) as part of the Fellowship of Advanced Rural General Practice (FARGP). FARGP applicants must be approved by the RACGP Rural Censor.

4. Definitions

For the purposes of this policy:

    1. AAP means Academic Assessment Panel
    2. Academic Post is a 12-month (0.5FTE) training term undertaken concurrently (0.5FTE) clinical work as part of registrar training on the AGPT Program.
    3. AIDA means Australian Indigenous Doctors’ Association
    4. AJGP means the Australian Journal of General Practice
    5. ARST is Advanced Rural Skills Training, undertaken as part of the FARGP
    6. Applicant means a medical practitioner enrolled on the AGPT Program who has submitted an application for an Academic Post position
    7. Candidate means a medical practitioner enrolled on the AGPT Program who has been accepted for an Academic Post position
    8. Core Vocational Training means GPT1, GPT2, GPT3 and Extended Skills Training Terms of the AGPT Program
    9. DoT means Director of Training
    10. FARGP means the Fellowship of Advanced Rural General Practice
    11. FTE means full time equivalent
    12. Full time general practice experience comprises a 38-hour minimum working week, over a minimum of four days per week, of which a minimum of 27 hours must be in face-to-face, rostered, patient consultation time undertaking general practice activities. Work periods of less than three consecutive hours, or of less than one month in any one practice, will not be considered. Hours worked beyond this definition of full time will not be considered
    13. ME means Medical Educator
    14. Part time general practice experience is calculated pro-rata against the definition of full time general practice experience. Part time general practice must comprise a 14.5-hour minimum working week, over a minimum of two days per week, of which a minimum of 10.5 hours must be in face-to-face, rostered, patient consultation time undertaking general practice activities. Work periods of less than three consecutive hours, or of less than one month in any one practice, will not be considered.
    15. Registrar means a medical practitioner enrolled on the AGPT Program
    16. RTO means Regional Training Organisation
    17. Specialised Academic Post is a post where there is a research project to be completed in which some objectives of the term are predetermined. Specialised posts are designed to facilitate accessibility to specific research and professional opportunities.

5. Eligibility

5.1 Registrars must discuss their research proposal with their Regional Training Organisation’s (RTO) designated Medical Educator (ME) and find a suitable university-based GP academic supervisor before applying.

5.2 Registrars are eligible to apply for an Academic Post if they:

    1. Are enrolled in the AGPT Program; and
    2. Will have completed at least GPT1 of their core vocational training at the time of commencement of the post;
    3. Have not obtained Fellowship; and
    4. Have at least three months full-time equivalent of clinical work remaining on the AGPT Program.

6. Application

6.1 Registrars may apply for both the Academic Post and the Specialised Academic Posts.

6.2 The Director of Training (DoT) at a registrar’s RTO must approve an Academic Post application.

6.3 Applications are submitted online via a grant management program accessed via the RACGP website. The online application is available during the submission window; registrars are encouraged to begin completing this form, with the support of their ME and proposed university supervisor, as soon as the application form is available.

6.4 Applicants for a Post will be assessed against the selection criteria outlined in the Application Guide by the Academic Assessment Panel (AAP). Registrars are encouraged to consider these criteria when completing their application form.

6.5 Applications for a first academic term will be given preference. Candidates may apply for a second academic term if eligible; if accepted, these registrars are expected to demonstrate a greater depth of research and act as mentors to first year students.

6.6 The AAP assesses Post applications against the assessment criteria to determine those who have a suitable research and teaching plan. If RACGP receives more applications than posts available, the AAP ranks applications to determine who will be offered an Academic Post.

7. Completing the Post

7.1 Successful candidates commence the post at the beginning of their training term in the next calendar year after a successful application. The Academic Post training term has one intake per calendar year.

7.2 The Academic Post must be completed part time (0.5 full-time equivalent (FTE)) over 12 months.

7.3 The Academic Post must be undertaken concurrently with a clinical training post. The minimum clinical time requirement is 14.5 hours per week, of which 10.5 hours must be face-to-face patient consultation. Usually, clinical training is undertaken at 0.5 FTE over 12 months.

7.4 Completing the Academic Post with reduced concurrent clinical training

Registrars can apply to complete the concurrent clinical component of the academic term part time. The academic component must be completed at 0.5 FTE however, the concurrent clinical requirement can be less than the minimal part time requirement or possibly waived.

To be eligible, the registrar requires:

    1. Satisfactory completion of two years FTE active training time, including all of GPT1 and GPT2;
    2. Approval from their RTO Director of Training or equivalent to reduce their concurrent clinical training in line with the registrar’s proposed learning plan;
    3. Approval from their proposed University Supervisor to reduce their concurrent clinical training in line with the learning objectives of the Academic Post.

All variations to the concurrent clinical training requirement are granted at the RACGP’s discretion.

Registrars can apply to reduce or waive the concurrent clinical training component of the Academic Post program in line with the Reduction of Clinical Training Component guidance document.

7.5 The Academic Post includes both research and teaching requirements. Teaching requirements are reduced or waived for registrars undertaking the AJGP Specialised Post.

7.6 RACGP supports registrars undertaking an Academic Post with a range of research training and support activities over the duration of the academic term. Attendance at support activities is compulsory; if, due to exceptional circumstances, a registrar is unable to attend any activity, their ME must provide acknowledgement and approval of the absence to RACGP.

7.7 Registrars may apply for leave from the Academic Post in line with the Guide to Applying for Leave from the Academic Post Program

8. Reconsideration

If a registrar believes that a decision regarding their application for, or participation in an Academic Post has been made incorrectly, they may apply for reconsideration in line with the RACGP Reconsiderations and Appeals Policy.

An application for reconsideration must be submitted to the RACGP within ten national office business days of the date of the original decision.
