Secondment agreements

Before your placement starts, a secondment agreement must be in place between you, the practice and your ADF service. The agreement will outline the pay recovery arrangement and the responsibilities and expectations to be met by you, the practice and the ADF. This involves the practice making payment in line with the National Terms and Conditions for the Employment of Registrars (NTCER) to the ADF for the standard hours you worked at the practice.

Ordinary working hours

Your ordinary working hours are set as below, and include consultation hours, administration, in-practice and out-of-practice teaching hours:

Service Hours
Navy & Army 37.5 hours per week, Monday–Friday, between 7.00am and 8.00pm
Air Force 38 hours per week, Monday–Friday, between 7.00am and 8.00pm


ADF registrars do not receive additional payment or percentages of billings for work undertaken during ordinary working hours.

Additional work outside ordinary working hours

You may undertake work outside of your ordinary ADF hours. This work:

  • is paid directly to you by the practice
  • requires written approval from your ADF service (ie via an approved ‘AE107 Request to undertake civilian employment or voluntary activities in off duty hours’)
  • must be covered by a separate employment contract arranged between you and the practice that complies with the NTCER

Monthly placement record, cost recovery and leave

At the end of each month, you and the practice manager must complete a placement record. This allows your ADF service to raise an invoice to the practice for cost recovery in line with the NTCER rates of pay. The placement record must include the hours you worked and any leave taken during the month.

Civilian practices do not pay sick leave, annual leave, or superannuation to ADF registrars. Cost recovery does not occur when you are away from the practice attending out of practice RACGP education activities (eg workshops, small group learning) or approved study leave.

Registrar payments

If you meet the eligibility criteria, you may receive payments under the National Consistent Payments (NCP) Framework for registrar payments (in MM 2-7 locations) and the GP Training Incentive Payment. All payments must be declared to your ADF service branch.
