The RACGP has provided a submission to the Senate Community Affairs Legislation Committee in response to the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026.
The Bill will make changes to the National Disability Insurance Scheme Act 2013. The changes include/relate to:
- access and planning measures (eg defining functional capacity, limiting unscheduled plan reassessments, tightening permanence criteria)
- fraud measures and enhanced regulation of NDIS providers
- governance arrangements
- new framework planning, scheduled to roll out from 1 April 2027 and which will feature the Instrument for the Classification and Assessment of Support Needs (I-CAN tool).
The RACGP’s submission addresses the main provisions that will impact the role of GPs. These include changes to the permanence criteria, plan reassessments, functional capacity assessments, and the new needs assessor workforce. It also highlights missed opportunities such as again failing to embed the role of GPs in legislation, something the RACGP has repeatedly called for, and no mention of NDIS navigators (as recommended by the Independent Review of the NDIS).
