Last week both houses of the Australian Parliament passed the Health Workforce Australia Bill 2009, which establishes the Health Workforce Authority (HWA) as proposed by the Council of Australian Governments (CoAG).

United General Practice Australia and the National Aboriginal Community Controlled Health Organisation (NACCHO) have welcomed the pre-purchase by the Federal Government of a vaccine for influenza A H1N1 (human swine flu). United General Practice Australia and the NACCHO have called on the government to engage with general practices and Aboriginal community controlled health services in preparation for its roll out.

On Wednesday the Australian Government announced the new pandemic response phase ‘PROTECT’ to manage the outbreak of influenza A (H1N1). This phase recognises that this new disease is mild in most cases, though severe illness does occur.

While nationally the influenza A (H1N1) alert level remains at the ‘contain’ phase, the Australian Government has raised the Victorian pandemic alert level to a modified ‘sustain’ response. This means that the case definition and treatment has now changed in Victoria while remaining the same for other states.

The RACGP understands that the Northern Territory Health Minister, Kon Vatskalis, has announced that controversial laws requiring anyone to alert authorities if they believe a child under 16 years of age is sexually active will be reviewed.

The Australian Medical Council has reaccredited the RACGP for the maximum period possible. Last week the RACGP was advised that it had been granted an extension to the accreditation of our education and training leading to Fellowship of the college, and our QA&CPD programs for a further 4 years.

While the Australian Government has had to frame this budget in difficult economic circumstances, it is disappointing that in a budget focused on economic stimulus measures there has not been sufficient investment in general practice.

This week the RACGP provided a written submission to, and presented at, a Senate inquiry on the exposure draft of the Health Insurance Amendment (Compliance) Bill 2009. The proposed legislation includes scope for Medicare Australia to require general practitioners to provide patient information as evidence to verify claims, and to impose financial penalties on doctors who do not comply with this requirement.

The college sent a special alert Monday following the World Health Organization's report of the outbreak of influenza A (H1N1)/swine flu. There are now confirmed cases of this strain in Mexico, USA, Austria, Canada, Germany, Israel, Netherlands, New Zealand, Spain, Switzerland and the United Kingdom.
